System status

Live status of the Shingou API and the hourly ingest pipeline. The API check hits the public /health endpoint; the pipeline check reflects the ingest heartbeat; the freshness check reads the newest signal bucket, which is the only one of the three that can catch a run that succeeded and wrote nothing.
